PEPPOL-Compliant Shopify Invoicing for European Merchants
Selling on Shopify in Belgium increasingly means one thing: electronic invoicing is no longer optional.
As of January 1, 2026, electronic invoicing via PEPPOL has become mandatory for all VAT-registered businesses in Belgium.
What Is PEPPOL and Why Does It Matter?
PEPPOL (Pan-European Public Procurement Online) is a secure, standardized e-invoicing network used across Europe to exchange electronic business documents, including invoices.
Instead of sending PDFs by email, PEPPOL enables invoices to be transmitted machine-to-machine, ensuring accuracy, traceability, and legal compliance.
PEPPOL involves three key elements:
-
Access Points function as a digital post office, ensuring electronic invoices are routed securely and delivered to the correct recipient
-
SMP (Service Metadata Publishers), which identify where invoices should be delivered
-
Standardized formats, ensuring invoices are readable by tax authorities and accounting systems

Is Peppol Free to Use?
PEPPOL itself does not charge businesses to use its standards or technical specifications. However, businesses cannot connect directly to the PEPPOL network for free.
Access is always provided through certified Access Point providers, who manage the technical connection and ensure invoices are exchanged securely and in compliance with PEPPOL requirements.
These costs can vary depending on the Access Point you choose and the services you need, such as invoice delivery, validation, or additional support.
What if my client is not registered on PEPPOL?
You can only send invoices via PEPPOL to clients who are already registered on the PEPPOL network.
These are some common reasons why a customer may not yet be available on PEPPOL:
-
The client is not a Belgian company
In some countries, e-invoicing is already mandatory (via PEPPOL or other systems), while in others it is not yet required. Each EU country can decide if and when to introduce mandatory B2B e-invoicing, up until 2030.
-
The client is not subject to VAT
Certain professions are not liable for VAT and are therefore not required to use PEPPOL.
